DUTIES & RESPONSIBILITIES
- Participates in Bid/No-Bid strategic meetings,
- Reviews Government Request for Proposals (RFP) to determine general and specific cost requirements and ensures proposals comply with all requirements.
- Develops and makes suggestions to improve probability of win (p-win),
- Receives pricing data, and makes recommendations on methods, procedures, and techniques for pricing proposals.
- Develops (and supervises the development of) pricing models and templates using intimate knowledge of all contract types; FFP, CPFF, CPAF, CPIF, etc.
- Coordinates and maintains staffing model and basis of estimates with support from Program and Project leaders.
- Coordinates with area leads, SMEs, HR, etc. to update workload drivers and justifications for positions as required.
- Examines and analyzes cost data relevant to labor, materials, supplies, parts, equipment, and other expenditures.
- Under minimal supervision analyzes contracts for relevant cost data, trends, historical data, work categories and other related information to make best business decisions.
- Secure/calculate indirect rates to be priced, i.e., Fringe, Overhead, G&A.
- Participates in the development of detailed cost rationale and retains backup information to support bid.
- Leads and participates in critical-path proposal reviews (Shipley steps),
- Maintains records and files to support proposal submissions and reviews the records of junior estimators.
- Prepares the development of various financial reports to include cash flow and operational income analysis for proposals.
- Ensures price proposals are prepared in accordance with FAR, CAS applicable laws and regulations and Corporate Disclosure Statement.
- May support 3rd party or Government audits as applicable.
- Prepare pricing presentations for Senior Management.
- Performs other duties and assignments as required.

Education & Experience
- Master’s degree in business or related field, or ten years of relative experience with no degree.
- More than 8 years of experience in pricing U.S. Federal Government proposals, NASA experience preferred but not required.
Essential Functions
Work Environment: Generally, an office environment, but can involve inside or outside work depending on the task.
Requirements
- Must be able to complete a U.S. government background investigation.
- Management has the prerogative to select at any level for which the position is advertised.
- Proof of U.S. Citizenship or US Permanent Residency is a requirement for this position.
Physical Requirements
- Work may involve sitting or standing for extended periods (90% of the time). May require lifting and
- carrying up to 25 lbs. (5% of the time).
- Equipment and Machines
- Standard office equipment (PC, telephone, printer, etc.).
Skills
- Must possess an understanding of techniques and procedures used in development of cost proposals and must be capable of independent judgment and operation.
- Exceptional skills in ProPricer, MS Excel, MS Word and MS PowerPoint, and Box.
- Familiarity with Ironclad, DocuSign and HubSpot helpful but not required.
- Familiarity with US Government contracting regulations (FAR, NFS, DFARS and CAS) required,
- Ability to apply critical thinking skills and work in a fast-paced environment and retain attention to detail.
